Rust diseases rarely kill plants outright, with fatal cases described as extreme rather than typical. Heavy attacks on leeks only cause leaves to shrivel and die prematurely and depress vigour, not kill the plant. Garlic rust matches this pattern: severely affected leaves die back early and bulbs come out smaller and lower quality, but the plant itself isn't described as dying. The realistic worst case is a weaker, lighter crop, not losing the plant.
What to do: Treat a rust attack as a vigour and yield problem rather than a death sentence. Keep affected plants growing on rather than pulling them early, and expect a smaller harvest rather than none.

The premise is correct: leek rust completes its entire life cycle on alliums with no alternate host needed. Where the claim goes wrong is the conclusion drawn from that fact. Rotation doesn't work by removing a second host species here, it works by starving the fungus of living allium tissue and fresh debris to overwinter on. Extension guidance from UC IPM and Cornell both still recommend rotating alliums off a plot for two to three years, and both flag volunteer allium plants left behind as the thing that undoes it, since they keep the fungus supplied even during a break.

What to do: Rotate leeks, garlic, onions and chives onto fresh ground on a two-to-three year cycle, and dig out and destroy any volunteer allium plants that come up in beds during the break rather than leaving them to keep the fungus going.

This depends on which allium is next door. The strain of Puccinia porri that infects leeks does not infect chives, and vice versa, so a rust outbreak on leeks isn't an automatic threat to a separate chive patch. Garlic is the exception: it's susceptible to both strains, and UC IPM and Cornell both list onion and garlic among the hosts affected. So cross-infection risk is real but not indiscriminate across every allium in the garden.
What to do: Keep garlic away from rust-affected leeks specifically, since it's vulnerable to both known strains, but don't assume an outbreak on leeks automatically threatens a separate chive bed.

Picking off affected leaves can sometimes slow disease development, but only where it involves just a small number of leaves. That's a narrow window: caught early, on a lightly-spotted plant, it can help; once an infection is widespread across the leaves, removing them isn't going to reverse it. Leek-specific advice reflects that limit too, with emphasis on clearing all plant debris at the end of cropping rather than leaf-by-leaf removal as a season-long control method.
What to do: Pick off and destroy the first few rust-spotted leaves as soon as you see them rather than leaving them on the plant. Once rust is widespread across a plant, put the effort into spacing, feeding and end-of-season debris clearance instead, since leaf removal alone won't turn that around.

Two independent authorities point the same way on this. The RHS states that infection is worse on soils that are nitrogen-rich and low in potassium, so heavy nitrogen feeding tips the balance in the fungus's favour. Cornell's garlic rust guidance lists excessive nitrogen fertilisation alongside overcrowding and poor moisture management as conditions that actively promote rust development. A claim backed independently on both sides of the Atlantic is about as solid as this disease gets.
What to do: Skip nitrogen-heavy feeds on leeks, garlic and onions, especially once plants are established, and lean toward a balanced or potassium-leaning fertiliser instead.
